The Health Secretary made an announcement in Parliament this morning after the Government set out its Covid-19 “winter plan” earlier this week.

Leeds will be in TIER 3, the strictest tier of restrictions in the new local lockdown system.

Household mixing is banned and hospitality venues have to remain closed.

Leeds Council has confirmed the Tier 3 measures will be reviewed on December 16 - when the council will make the case for the city to be moved to Tier 2.

Leeds will have to meet a number of criteria to move down to Tier 2 on December 16

Council leader Judith Blake said the Government is monitoring infection rates, the trends behind the rates, levels of hospitalisation in the city and the capacity of the health service.

There are a “basket of indicators” which need to be met for the Government to agree to move Leeds to Tier 2 when the tiers are reviewed on December 16.

The council will make the case to move Leeds to Tier 2. 

Cllr Blake said: "There is no one aspect of this that will work on its own, everything will have to work as a package. 

 “We know that we want to work with all of our communities, all of our partners, getting across the different messages and using every tool available - making sure we attack the infection levels at every single level.

“If we rely on one set of measures then this won’t work.”

Plans being developed for mass-vaccination in Leeds

Victoria Eaton, Leeds City Council’s director of public health, has confirmed that plans for rolling out Covid vaccinations across Leeds are well underway.

She said: "It’s great news to have three potential vaccines and we are well on track with plans with the NHS on how to deploy those in Leeds.

"We are looking at a variety of sites both in the NHS and in broader community settings - looking at what that plan might look like, at scale for a city the size of Leeds.

“It will start with health and care workers, people who are 80+ but also care home residents, before moving to mass-vaccination in the New Year.”

Tier 3 restrictions could be reviewed by Government on December 16, council confirms

Council leader Judith Blake has confirmed that the Government will review the Tier 3 measures for Leeds on December 16.

She said there is a chance Leeds could move down to Tier 2 if the Government believes Leeds is moving in the right direction.

Leeds City Council are holding a meeting following the announcement of Tier 3 restrictions for Leeds.

Council leader Judith Blake said: “It has been quite a difficult and frustrating day waiting for information this morning and not hearing until after it had gone up on the website.

"Leeds is going into Tier 3 against a backdrop of a significant fall in our infection rate which is now 274 per 100,000 people.

“The rate for over 60s is now at 259 per 100,000 people. This puts Leeds at 59th nationally.

"We want to pay tribute to everyone who has worked so hard - the council, NHS, all of our partners and the public themselves for helping to drive down the infection rates.

“We are very disappointed to be in Tier 3 and we feel very deeply for those in the hospitality sector and in entertainment who are so effected by restrictions in Tier 3."

Mass testing will be coming to Leeds

Downing Street insisted mass testing would be available to all Tier 3 areas.

With 23 million people going into the restrictions from December 2 it remains to be seen how this will be achieved, with details expected to be published next week.

The Prime Minister’s official spokesman said: “Local authorities that fall into Tier 3 will be able to apply for support from NHS Test and Trace and the armed forces to deliver a six-week, rapid community testing programme.

“That will include access to a supply of lateral flow tests, support with planning and logistics and funding and communication support.”

In Liverpool, around 2,000 military personnel were involved in a pilot scheme but it was unclear how many troops would be available across all Tier 3 areas.

What can and can’t you do in Tier 3 - a summary:

- you must not meet socially indoors or in most outdoor places with anybody you do not live with, or who is not in your support bubble, this includes in any private garden or at most outdoor venues

- you must not socialise in a group of more than 6 in some other outdoor public spaces, including parks, beaches, countryside accessible to the public, a public garden, grounds of a heritage site or castle, or a sports facility – this is called the ‘rule of 6’

- hospitality settings, such as bars (including shisha venues), pubs, cafes and restaurants are closed – they are permitted to continue sales by takeaway, click-and-collect, drive-through or delivery services.

Leeds MPs have their say

After Leeds was placed in Tier 3, Alex Sobel, Labour MP for Leeds North West said on Twitter: “Leeds Covid rate has been rapidly reducing with rates now below 300 per 100k and the positivity rate also reducing meaning the trend should continue downwards. On this basis I would urge the Government to review the Tier 3 decision on a weekly basis for areas trending down.”

His colleague Fabian Hamilton, Labour MP for Leeds North East, said: “It’s clear that there will be a huge impact on our city’s economy, particularly the hospitality industry. The Government has to provide a proper financial package so our pubs and restaurants can survive into the new year.”
